He was a former resident of 1627 Exeter Drive, Westminster.
Bom In Rochester, Minn., be was the son of the late Francis Lee and Lucretia Anderson Beecher. A veteran of World War I, he was a member of the First United Presbyterian Church of Westminster, where he was serving on the board of trustees and was a ruling elder.
He was a member and past master of Petworth Masonic Lodge 47 of Washington, D. C., and in recent years was active in the Door to virtue Lodge No. 46 A.F. and A.M. He was a member of American Legion Post 13 of Washington, D. C. Before his retirement, he was employed as a plant pathologist for the U.S. Department of Agriculture.
He is survived by his wife, Ruth Stegall Beecher.
The funeral will be held Friday at 2 p.m. from the First Presbyterian Church of Westminster. The Rev. Claude G. Hughes III, his pastor, will officiate. Burial will be private. Friends may call at the Thomas D. Fletcher and Son Funeral Home, 254 E. Main St., Westminster, this evening from 7 to 9 and Thursday from 2 to 4 and 7 to 9 p.m.
The Door to Virtue Masonic Lodge will conduct memorial services at the funeral home this evening at 8.
Sympathy may be expressed in the form of memorial contributions to the First United Presbyterian Church, Washington Road, Westminster 21157.
His pallbearers will be Gerald D. Bitzel, Frank E. Beede, John E. Bradfield Sr., Edward M. Sprowl Jr., Charles J. Simpson Sr. and Frank A. Goodfellow.

Francis married Ruth Rose Stegall, daughter of Francis A.
