They say they have a case. And they don't mind stating It. The social case workers and clerk typists of the State Dept. of Public Welfare (DPW) shivered in the sharp wind as they pounded the pavement on the Liberty Ave. side of the State Office Bldg., Downtown. Taking brief breaks, the DPW employes told why many were "on the picket line, carrying our own scrawled signs, and saying our piece" for the first time. "I never dreamed I'd ever be on a line like this," said Mrs. Dorothy Beecher, 53, of 3245 Beechwood Blvd., Squirrel Hill. After 30 years of service in all clerical functions for the DPW, she has "worked her way up to a co-ordinator of clerical services to field and administrative staffs and I get only $7000." No Comparison Compared to what she could get in a similar position with private industry, she says it's "ridiculous." "And the starting pay for a clerk-typist is unbelievable . . . imagine, $3742 to make ends meet these days," she sighed. Phyllis Newmark, 30, of Oakland, a social case worker, said that's the reason she has "joined the line." The case workers are going to bat for the clerical staff. After a recent raise, Miss Newmark is getting $7500. She said the starting pay now is "not too bad" - about $7300 for a social case worker but the "increments are not adequate at all," She, like other DPW employes, works 37 1/2 hours a week. Fringe benefits include a contributory pension plan, partial payment of hospitalization, 50 per cent of group life insurance, 15 days vacation, 15 days sick leave, and workmen's compensation.
